They determined that even Weaver shooters reverted to the Isosceles stance under stress, and that most deputies had been able to use their sights effectively. Based on this real-life input, their firearms training now emphasizes the Isosceles stance, a flash sight picture and StressFire shooting techniques.

Spurred by the success of the first volume in its Encyclopaedia of Sports Medicine, the International Olympic Committee has initiated a second series of publications to address specific sports activities. This series is aimed at coaches, team doctors, athletic trainers, physical therapists, and other health-related professionals with academic preparation in the basic sciences. This book, written by three American authorities on the application of science and sports medicine to swimming, is the first in the series.The first two sections of the book provide an excellent introduction to basic concepts in physiology and biomechanics of importance in swimming. They are logically organized, skillfully presented, and for the most part, well-illustrated. The presentation of complex scientific information in a form that is not only acceptable but attractive to practitioners is fraught with an inevitable tension between simplicity and accuracy. Each attempt to describe a complex process in simple terms is accompanied by a shedding of qualifiers that, if carried too far, threatens the accuracy of the information being presented. The authors have been uncommonly skillful in meeting the challenge inherent in this aspect of their task. A further challenge in presenting such material is to maintain an appropriate balance between theory (or science) and practice. The authors have managed to do this in admirable style, with the practical significance of the theory illustrated convincingly.The remainder of the second section is devoted to a discussion of the techniques used in the four competitive strokes. These are essentially an updated condensation of the corresponding sections of Maglischos popular text, Swimming Faster (Mayfield Publishing Co., 1982), replete with photo sequences, line drawings, and occasional discussions of related research. Although mostly descriptive, these chapters also contain helpful observations on contentious issues and useful insights gleaned from the authors experiences as a college coach. Unfortunately, the photo sequences are no match for the quality of the text. The photography is uneven, with some sequences sharp and contrasting and others out of focus, blurred, and lacking contrast. In addition, the sense of movement that a good photo sequence can convey when laid out appropriately–that is, running from left to right across adjoining pages–is lost when the photos are stacked vertically in a left-right, left-right fashion.
A 10 week programme to teach youngsters to swim is being launched in South Tyneside. South Tyneside Council sports development team is holding lessons at St Matthews School in Jarrow and Stanhope Primary School in South Shields. There will be certificates and badges for all children on completion of the course and lessons will follow the Amateur Swimming Association (ASA) swimming guidelines.

Only when the influence of the old-line networks had faded by the end of the century was it truly possible to grasp the power they held over the nation for so long.Though the number of networks has grown exponentially over the decades with the technology of their distribution methods improving by light-years the concept has remained the same. A network is simply a set of affiliate stations that receive programming from one central source then beam that programming by some method either broadcast wave or cable wire into the eyes and ears of a waiting public.

Developing a “Culture of Safety” A year ago we wrote about the complex process involved in identifying, categorizing, and assessing medical error in health care in the United States (”Assessing Medical Error in Health Care,” Health Progress, November– December 2001, pp. 14-17). That article discussed the 1999 Institute of Medicine (IOM) report on medical error, “To Err Is Human,” and the erosion of public trust in U.S. health care.
The American Journal of Obstetrics and Gynecology 2002;187(3), Part 2, focuses on how and why womens health and gender-based competencies should be woven into the fabric of undergraduate medical education. It discusses appropriate components of the health and medical curriculum, and combining health care competencies with educational objectives and models for teaching reproductive health.
Part II, explanatory economics, represents the bulk of the book. The economics of demand, price elasticity, risk aversion, and the effect of insurance on the demand for medical services are explained clearly and well. Behavior of suppliers in the medical care market is reviewed, with attention given to differences in for-profit and not-for-profit organizations. A solid explanation of competitive markets allows discussion of timely issues such as the limits of applicability of the competitive model to the medical care market, price and nonprice competition, and market power of providers, purchasers, and patients. Outside readings on current managed competition proposals would augment the textbook discussion well.A short section on the economic effects of information asymmetries in the medical care and health insurance market introduces the concepts of supplier induced demand and adverse selection. Both discussions are short, but the portion on adverse selection especially needs expansion. More rigor, explanatory graphs, and a more extensive bibliography would make the adverse selection concept more useful. This topic is critical to a sound understanding of the functioning of medical expense insurance.The final section deals with value judgments and evaluative economics. The nontechnical explanation of efficiency versus fairness criteria for evaluating medical care policy is somewhat cursory. More technical material is needed to improve the precision of this discussion. However, even without any additions, the text provides a general background on issues of access to medical care, affordability, and quality of care. The difficulty of making allocation decisions given scarce resources is clearly laid out and opens the way for a discussion of policy alternatives.

The American Journal of Obstetrics and Gynecology 2002;187(3), Part 2, focuses on how and why womens health and gender-based competencies should be woven into the fabric of undergraduate medical education. It discusses appropriate components of the health and medical curriculum, and combining health care competencies with educational objectives and models for teaching reproductive health.
Part II, explanatory economics, represents the bulk of the book. The economics of demand, price elasticity, risk aversion, and the effect of insurance on the demand for medical services are explained clearly and well. Behavior of suppliers in the medical care market is reviewed, with attention given to differences in for-profit and not-for-profit organizations. A solid explanation of competitive markets allows discussion of timely issues such as the limits of applicability of the competitive model to the medical care market, price and nonprice competition, and market power of providers, purchasers, and patients. Outside readings on current managed competition proposals would augment the textbook discussion well.A short section on the economic effects of information asymmetries in the medical care and health insurance market introduces the concepts of supplier induced demand and adverse selection. Both discussions are short, but the portion on adverse selection especially needs expansion. More rigor, explanatory graphs, and a more extensive bibliography would make the adverse selection concept more useful. This topic is critical to a sound understanding of the functioning of medical expense insurance.The final section deals with value judgments and evaluative economics. The nontechnical explanation of efficiency versus fairness criteria for evaluating medical care policy is somewhat cursory. More technical material is needed to improve the precision of this discussion. However, even without any additions, the text provides a general background on issues of access to medical care, affordability, and quality of care. The difficulty of making allocation decisions given scarce resources is clearly laid out and opens the way for a discussion of policy alternatives.

Exercise and Cancers: Research Opportunities for Health-Related Fitness ScientistsRepresentatives from the American Cancer Society (ACS), the National Cancer Institute (NCI), and the Centers for Disease Control (CDC) will challenge AAHPERD members to contribute to cancer prevention and control, describing the most promising research opportunities and resources to support investigation of the relationships between cancers and exercise. The presentation will be based on a synoptic article being developed by the ACS and the Office for Health Promotion of Northern Illinois University. Ruth Corcoran of ACS will describe a proposed collaborative research agenda, suggesting that two sets of consensually developed guidelines are needed to promote such research: one set to facilitate dissemination of what experts already know to the public and providers (including exercise specialists); and a second set to facilitate further collaborative research. Speakers from CDC and NCI will outline what is known about these topics, and how exercise scientists can contribute to further development (see accompanying abstracts). The redesign of people-powered portal About.com goes more than skin deep. Luring more advertisers is the next step. About.com has evolved since its inception. The site debuted in February 1997 as the Mining Company, a name that alluded to its roots of mining the Web for information. Since then, the site has transformed itself from a traditional portal service to one populated by real people who personalize–even humanize–he Internet experience. The sites 700 guides cover an eclectic range of topics, from economics and ecology to Shakespeare and soap operas. Unlike search engines or directories, the guides sift through the Web to find the best links, news and content on their topics, providing human judgment and integrity. In addition, they write original, timely and relevant content for their sites. The guides started to write some great stories, says Chris Briggs, creative director for About.com. A lot of guides have gems of knowledge that should be brought to the surface. To reflect the shift in focus and better communicate its topical approach, the company changed its name to About.com in May 1999. However, the name change was not enough. The sites old, drab design, reflective of its portal origins, failed to impart About.coms new content-heavy, one-stop-shop nature. So, seven months later a redesign began. It would be a six-month journey–a lengthy one by Internet standards. Its like a pregnancy, John Caplan, general manager and chief marketing officer at About.com, commented at one point. We watch it evolve week by week.
FACE-LIFTS, and surgical procedures to make the face look younger, are nothing new. Medical techniques that have made them a reality are fairly recent, but mythological texts spanning many centuries and many cultures (from ancient India to Hollywood) have imagined what the consequences might be if those who wished for a new face were to get what they wished for. Contemporary accounts of cosmetic surgery differ in many ways from mythological treatments of the theme; where the modern technique constructs a new face ex nihilo, most myths imagine the exchange of one face for another, existing face. Both sets of stories, however, frequently express the desire to have not just any face but ones own face as it once was in the past–to masquerade as ones younger self, as it were. And the myths, at least, demonstrate that this is a foolish, impossible, or even fatal desire. It is my contention that the myths are right, and that the lessons they teach should be taken seriously by people contemplating real, surgical face-lifts. Many myths about face-lifts were conceived by cultures far from the worlds of cosmetic surgery in Europe or the United States. Here is a story from a late medieval Indian Sanskrit text: Parvati is a woman divided against herself–or, rather, a woman forced by her husband to divide herself into two polarized halves. Shiva likens her to a black snake when he teases her, and like a snake she sloughs off her black outer sheath to reveal her golden inner form. The creation of a double is her solution to the problem of Shivas womanizing (more precisely, goddessizing); insulted and rejected, she walks out on her unfaithful, hyper-critical husband. But she does not stay away for long: Eventually she sends back a more acceptable form of herself, the golden goddess. The chopped off, negative Kali is banished to the liminal area of the Vindhya Mountains (the southern region that composers of the ancient Sanskrit texts in the northwest of India regarded as beyond the Hindu pale, the place to dump things that you did not want in the story any more); the remaining golden form becomes the female half of the androgyne. I have discussed elsewhere (Doniger, 2000) the apparently racist aspects of this myth; ancient Indian authors did not have a recognizable concept of race, though they did have negative ideas about people with dark skin, whom they sometimes regarded as lower-class or even out-caste. But we cannot ignore the parallels with the uses of cosmetics in our own day to change characteristics stereotypical of race–hair straightening, light makeup, and, of course, the surgical transformations of Michael Jackson.

Financial reporting is but one source of information needed by those who make economic decisions about business enterprises.The primary focus of financial reporting is information about earnings and its components. Information about earnings based on accrual accounting usually provides a better indication of an enterprises present and continuing ability to generate positive cash flows than that provided by cash receipts and payments.

Rather than looking to the monetary aggregates as the cause of a crisis, the asymmetric information literature looks at a broader range of microeconomic factors such as the failure of a major financial institution, sharp declines in particular asset prices, disruptions in a particular financial market like the foreign exchange or commercial paper market, and so on. Thus, whereas the monetarist view focuses on bank panics and monetary aggregates to explain crises, the asymmetric information theory looks at more particular microeconomic failures in institutions or markets.

There are two areas of major concern over the new decision to send only one fire engine in future in response to daytime automatic fire alarms in West Yorkshire. The first worry is about the adequacy of this fire cover and the second has to be about the undemocratic way in which the change has been imposed upon us. But the current situation, where one engine and four firefighters are sent where three engines were sent before is hardly one likely to fill the public with confidence.
Proposed code changes should help improve fire alarm system design. Its not uncommon to hear fire alarm system owners complain about unwanted alarms, audibility problems, or acceptance test requirements-problems that many in the industry think start with the initial system design or installation. These complaints havent gone unheeded. In fact, the various technical committees responsible for developing NFPA 72, National Fire Alarm Code, are currently considering several proposals and comments that address these concerns. Among these are Proposal 72-99, which was submitted in an attempt to improve the quality of fire alarm system design. Proposal 72-99 would require that all fire alarm systems be designed by registered fire protection engineers or by National Institute for Certification in Engineering Technology (NICET) LEVEL III-certified technicians.

The Dowell Parking Garage, located at NW Fourth and Harvey, is getting a face lift. Reconstruction of the three-story, 340-capacity parking garage began last week and is expected to be completed April 19, said Rick Dowell, owner of the garage and Dowell Property of Norman. “We hope to have it finished before the dedication of the memorial,” Dowell said. The renovation of the garages faade will cost about $300,000.
A legislative group wants to give the Utah Technology Industry Council a face lift to make it better able to address tech-sector issues. The state Technology Industry Commission on Wednesday passed out draft legislation that would make sweeping changes to the council, a state entity since 2003 that has discussed industry matters and suggested legislation considered by the commission. To ensure the committees have the help they need, the Office of Legislative Research and General Counsel would assist UTIC, and the Governors Office of Economic Development would help the ad-hoc committees. The bill also would eliminate a requirement that the council have joint meetings with the technology commission.
The redesign of people-powered portal About.com goes more than skin deep. Luring more advertisers is the next step. About.com has evolved since its inception. The site debuted in February 1997 as the Mining Company, a name that alluded to its roots of mining the Web for information. Since then, the site has transformed itself from a traditional portal service to one populated by real people who personalize–even humanize–he Internet experience. The sites 700 guides cover an eclectic range of topics, from economics and ecology to Shakespeare and soap operas. Unlike search engines or directories, the guides sift through the Web to find the best links, news and content on their topics, providing human judgment and integrity.
